Sand Springs 2022 General Obligation Bonds: Spring 2025 Progress Update

The City of Sand Springs is making significant progress on a range of community-enhancing projects funded by the 2022 General Obligation (GO) Bonds. These projects, totaling $15,725,000, were approved by our residents in June of 2022, and focus on infrastructure, public safety, parks, and community development, ensuring a better quality of life for all. Below is a summary of the latest updates.

 Proposition #1: Street Improvements - $4,325,000

  • City-wide street overlays and repairs. Status: This project is scheduled to start design in 2025. 

Proposition #2: Public Safety Enhancements - $3,915,000

  • Emergency Warning Sirens. This project included replacement, upgrade, and modernization of the city’s storm sirens, with a budget of $825,000. Status: completed in 2023.
  • New Animal Welfare Facility. With a budget of $3,090,000, this state-of-the-art facility will improve animal care and adoption services. This facility will be located at 1640 W. Wekiwa Road, just west of 129th W. Ave. It replaces the existing building near the wastewater treatment plant. Status: Construction started in 2024 and has an opening planned for late summer 2025.

Proposition #3: Parks and Recreation Improvements - $3,775,000

  • The Canyons at Blackjack Ridge Golf Coursesite upgrades and expansion of parking facilities. Status: this project is in the bidding phase and should be completed in 2025.
  • Sand Springs Cultural and Historical Museum - building improvements. This historic building, located downtown, needs repairs and improvements. Status: The list of improvements is in the planning stage (spring 2025). 
  • Page Park renovation. This major renovation project is made possible with a mixture of bond funding, federal grant funding, and additional city matching funding. Page Park upgrades will feature a new splash pad, restroom, and playground. Status: The design planning and grant preparation phase started in 2023. Due to grant funding, this project is undergoing required pre-construction cultural studies and surveys. Once approved, the project will move into the plan review and bidding phase (spring 2025). 
  • New Dog Park – this project will be Sand Springs’ first dog park. Status: It is in the pre-design phase with a kickoff scheduled for early 2025. 
  • Neighborhood Trail improvements - this project is in pre-design phase. 
  • Case Community Park sports fields improvements. Status: This project is about 33% complete. So far, new LED lighting and lighting poles have been installed in addition to critical backstop repair, fencing repairs, and lighting repairs. Field improvements are in design right now and are planned for a construction start of summer 2025. 
  • Portable restrooms – This project is critical for sports programs at Case Park and special events. Status: The restrooms have been ordered and will be operational in mid-2025. 
  • Park maintenance building expansion. This project is located at Case Park and is vital for equipment storage and maintenance. Status: It is in the pre-construction phase and is expected to kick off in 2025. 

Proposition #4: Community Enhancements - $3,710,000

  • Case Community Park - new parking lots and expansions. This project is in progress with two parking lots completed so far at BMX and the Will Ramsey Youth Softball Complex. The master plan for parking is underway with design starting soon followed by bidding later this year.  
  • New downtown community plaza – this project is a partnership with the Sand Springs School District and is located at 3rd and Main Street on the District’s administration complex site. Status: The plaza construction is underway and will be completed in 2025. The school district continues progress on their facility renovation project at that site, which is funded separately.  
  • Community enhancement and aesthetic improvements – This project includes Phase 2 and 3 of new streetscape enhancements in downtown Sand Springs such as lighting, midblock crossings, curb extensions and bump-outs, site furnishings, paving, plantings, and ADA compliance features. The work area is planned for Broadway from Garfield to Main, Main Street from Broadway to 2nd Street, and the south side area of Triangle Park. Status: The project is currently in the bidding phase and is expected to kick off in May of 2025.
