PSO Franchise Agreement Special Election

Voters in the City of Sand Springs will have the opportunity to participate in a special election on Tuesday, August 27, 2024. The purpose of this election is to consider the renewal of a franchise agreement with Public Service Company of Oklahoma (PSO) for a period of twenty-five (25) years. A franchise agreement is the ordinance between PSO and the City of Sand Springs, required by Oklahoma state law to be approved by voters. This agreement, previously passed by the Sand Springs City Council earlier this year, allows PSO to efficiently access the public right of ways, alleys, and streets in order to operate the electric grid that serves the citizens of Sand Springs.

The franchise provides significant benefits to the City of Sand Springs, including:

• Operational Access: The agreement enables PSO to respond efficiently to the needs of the citizens and prevents delays in power restoration.

• Revenue Generation: PSO will collect a 2% franchise fee, along with a new 1% community enhancement fee, and remit these fees in full to the city each month for the duration of the franchise. The extra 1% community enhancement fee can be used by the city for parks and recreation, and other community development opportunities.

What is a franchise?

A franchise is the ordinance agreement between PSO and the City of Sand Springs. Oklahoma state law requires an election by the voters to approve the ordinance passed by the Sand Springs City Council earlier this year. The franchise provides revenue to the City of Sand Springs and grants PSO permission to access the public right of ways, alleys, and streets in order to operate the electric grid. In return, PSO will collect a 2% franchise fee and a new 1% community enhancement fee that will be sent to the city each month in full, for the length of the franchise (25 years). This extra 1% community enhancement fee can be used by the city for parks and recreation and other community development opportunities.
